Arcade Bar: A St. Paul Community Staple for Over 50 Years

Arcade Bar is a local dive bar in St. Paul. Owner Chuck Hinze established this neighborhood spot as a place for the community to gather, socialize, and enjoy alcoholic beverages. For more than 50 years, Arcade Bar has served as a safe and reliable gathering place in the East Side area.

In recent years, Arcade Bar and Chuck have faced several challenges in keeping the business thriving. One major challenge is the rising cost of products, which increases operational expenses and forces higher prices for customers. Additional barriers to growth include limited street parking near the building, residents moving out of the neighborhood, and the ongoing need to attract a new customer base.

The second round of the MN PROMISE Act came at an important time, as these challenges were taking a toll on Arcade Bar. Through communication from the East Side Neighborhood Development Company (ESNDC), Chuck learned more about this state-funded grant program. With the support of the PROMISE Act grant, Chuck plans to use the funds in several meaningful ways:

“Increase employee salary, redo the parking lot, paint the building, buy new equipment, and have operating cash.”

These investments will help Chuck strengthen Arcade Bar, enhance operations, and maintain its legacy as a long-standing community establishment.
